The Evans Clan was founded by Ma' Evans, who sees herself as the spiritual leader of the gang. You first encounter them at Margate during The Japanese Incentive campaign.
Ma' escaped from an abusive relationship and joined a group of smugglers. Over time she climbed the ranks and eventually took over the gang, naming it after herself in the process. She sees the gang as a way to provide jobs and stability for "her boys", guiding them like a mother hen to prevent them fighting against each other.
The clan has a single rule: Ma' knows best! – as long as everyone abides by that rule, they'll get along just fine.
They operate out of several buildings, including: the restaurant Lucy the Elephant, a Treasury, Bombshells, a Wholesaler, a Beer Hovel, a Liquor Store and a Clan Residence.
